Missing is not zero

If a number is not published, we leave a gap. We do not type a nought to look complete.

Envelope is not outturn

The AASC Scotland notice is £514m. NAO cites an £82m Home Office estimate for 2024/25. An estimate of one year is not the envelope, and it is not a year-by-year cash series.

Schemes stay separate

Asylum support, Afghan routes, Ukraine, and work/study/family (EUSS) are never one total. Two maps. We do not add 6,587 to EUSS.

Do not multiply tariffs

The £1,200 bedspace rate, the £143 UASC night rate, and UKRS year tariffs are public. Annex A (each council’s cash) is not. We do not invent the product.

Also true

Do not mix pots

Home Office hotel money is not Scottish Government New Scots money. Lottery is not either.

History is 31 March year-end stock

A rise or fall is net change in people on support — not the number of new claims that year.

An inspection is not the snapshot

ICIBI 1,430 occupied beds (Nov 2023–Jun 2024) is not the 895 hotel headcount at 31 March 2026. HMIP capacity 150 is not Dungavel occupancy.

UK-only is not Scotland

A UK visa table with no nation column is a gap, not a Scotland figure. We label it UK only.

Homelessness hotels are not HO hotels

Glasgow’s published HO hotel stock is zero. Council temporary accommodation spend is a different pot.

Move-on is after status

The Move On Grant is for people who have leave. It is not AASC and not asylum support.

Rates are not cash

UKRS and UASC tariffs are unit costs. Looked-after UASC in Scotland is published separately (380 at 31 July 2025). Do not multiply stock by the nightly rate.

EAL is not asylum children

Pupil Census English as an Additional Language counts have no immigration-status column. We do not add them to asylum support.

Intimations are not people

SLAB intimations, accounts-paid cases and people are three different counts. We label which.

Firm civil fees are not immigration cash

A solicitor on the SRC list may have a large civil earnings total. That total is all civil work. Immigration-and-asylum £ by firm is not published.

Criminal person-status is not the civil pot

Legal aid to a person designated asylum seeker is not the civil Immigration and asylum line. We do not add them.

A name is not spend

A council partner list, an OSCR keyword or a GrantNav row is not a cash line. Keyword ≠ delivery. Whole-charity income is not an asylum pot.

GrantNav is not Annex A

GrantNav rows whose recipient name does not match the Scottish geography are discarded. English postcode mismatches are off this map.

One payment, one trail

Follow organisation cards: who paid whom, for what. A licence to sponsor is not a person.

Biggest holes

Home Office → Mears: Scotland-only annual cash

The AASC Scotland contract envelope is published (£514m, 2019–~2029). Year-by-year Scotland cash paid to Mears is still not in public FOI logs. Envelope is not outturn.

Asylum Grant 2026–27 — Annex A

Tariff rates are published (£1,200 per occupied bedspace). The annex naming each council allocation is not on GOV.UK. We do not invent Scotland cash = headcount × tariff.

Full hotel list with published costs

Seven hotels are publicly named, plus Piries with Learmonth. ICIBI photographed an unnamed Glasgow female hostel. Cameron Barracks is a GOV.UK military-sites factsheet, not the 31 March 2026 hotel stock. A complete official Scotland hotel list with costs is still not held as one stable public file.

Every gap and FOI ask

Names governments use

New Scots
Scottish Government strategy language for refugees and people seeking asylum in Scotland.
AASC
Asylum Accommodation and Support Contracts — Home Office regional housing contracts. Mears holds Scotland.
AIRE
Advice, Issue Reporting and Eligibility — Home Office advice contract (Migrant Help).
Dispersal
Longer-term asylum housing in communities, not hotels.
Full dispersal
Policy from 2022 that every local authority participates.
Leave to remain
Permission to stay — many types, not only refugee status.
IRC
Immigration Removal Centre. Dungavel is Scotland's only IRC.
Section 95 / 4 / 98
Legal bases for Home Office support. s95 is the main support while a claim is outstanding; s4 is a narrower residual route; s98 is initial/temporary support.
Initial accommodation
Short-stay Home Office housing at the start of a claim, separate from hotels and dispersal.
Subsistence-only
Cash support without Home Office housing.
Envelope vs outturn
A contract envelope is the maximum or award figure. Outturn is what was actually paid. We never treat one as the other.
SWISS-FM / ISS
Scottish Government Integration Support Service, awarded to Scottish Refugee Council. PCS maximum spend £14.4m; FOI committed £8m over 30 months from 1 October 2025. Those are different figures.
Annex A
The unpublished attachment to the asylum dispersal grant instruction that would name each council's allocation.
Missing is not zero
If a figure is not published, we leave it blank. We do not invent zero.
EAL / New to English
Pupil Census English as an Additional Language competence levels. Not a count of asylum children. No immigration-status column.
Grant 395
Home Office adult asylum grant to local authorities. Moray's published FOI is that it has never received it. That is not a zero for other councils.
Intimations
SLAB Advice & Assistance / ABWOR openings. Not the same as accounts-paid cases, and not a count of people.
SLAB Immigration and asylum
One published civil category. Asylum vs immigration vs nationality vs trafficking is not split. App2 A&A accounts paid and App5 combined net are different published figures — we label which.
Criminal legal aid by person status
Legal aid to a person designated asylum seeker, refugee or no status. Not the civil Immigration and asylum casework line. We do not add them.
Name is not spend
Being named on a council partner list, an OSCR keyword sweep or a GrantNav row does not mean we have a cash line. Whole-charity income is not an asylum pot.
Inclusion Funds
Scottish Government Inclusion and Community Cohesion awards paid via Inspiring Scotland. The 1 April 2025 New Scots support awards are grants, not outturn, and are not added to SRC core, AMIF/NSRIDP or SWISS-FM.
